    To face the walkers and block them with the shelves.

    Instead of shooting them from above?

    Gunfire draws more walkers, so they were trying to get supplies without drawing a horde outside the building.

    But they still do shoot in many occasions. And the risk of dealing with so many walkers in a small space justifies shooting them easily from above.
