Maybe the "New Beginning" title is due to Maggie taking control of what she runs and how she runs it? I think this whole half of the season will be focused on the communities and how they start to disagree with each other.

 

The real "new beginning" will start after the second time jump I think. These first few episodes are meant to focus on core group and deal with a couple big things we know are coming up. Once that is out of the way, we will have the larger time jump and then the plot arcs from A New Beginning. I think this was the right call on how to handle it.
