We know that his aim isn't that well though, so he fired a lot of ammo just to kill those men. So, when Negan came into sight, it was most likely a combination of Carl's poor aim, the idea that he most likely had little to no ammo left, and the fact that Negan hid behind other men to keep himself safe!

I suppose "hiding" wasn't the best word to use there, my apologies. He more so just walked behind them and pulled one of the guys in front of him a little, knowing it would be harder for Carl to shoot him!
