My thought is that the cabin in the woods scene somehow ties in with the group of campers who The Governor and the others came across and were later found dead (that is, after I accepted that The Governor wasn't the one who managed to sneak away and kill them all himself, as I'd originally thought). I figure that the beheaded dead guys wearing the signs might have been part of a larger group and separated from them, perhaps temporarily; the main group itself may have been the ones who killed the campers.
