I think Gabe does the job because he is also responsible for Negan's therapy? Was Gabe using a little bell to do some kind of music therapy on Negan? Some type of hypnosis?

It could be the idea is that since its the council's decision to keep Negan there, they take responsibility for helping take care of him. It would probably not bode well for them to keep making the decision to keep Negan alive and locked up, and telling other residents to do all the work.
