This is probably a flash forward. Maybe 8x16.

It's an extension of the same flash forwards in previous episodes in which he was quoting Siddiq. He's possibly reflecting both on Siddiq's words and Carl's vision of a bettet future, ultimately deciding to spare Negan.

Yeah, I think the impression is that this scene was right after the end of All Out War,

 

His side also lewks like he may have been shotted or bited.

 

I wonder if those stained glass panels are from the church?

 

This could be interesting to see if the words my mercy prevails over my wrath is told to Rick from Siddiq or Carl’s letter to rick. It has to have a profound impact on him to make him think of it later on and bring tears to his eyes.
