A perfect fit is the CSX rail yard. in South Charleston. Almost perfect, its about 0.6 miles south of the Kanawha River instead of about 1 mile.

Here is where it is is relation to central Virgina which is likely where Hilltop is located. Roughly 250 miles for a direct route.



Having said that, its almost certainly not the location of Stephanie's group. Just the meeting spot. In fact, its a fairly mid-way meeting location if Stephanie's group is in Southern to Central Ohio.
