According to the novel "The road to Woodbury", those zombie heads were those killed by the Governor or those Woodbury residents who died without relative and friends to claim their body, the reason the Governor to collect those heads is that he used these horror scene to tough him up, as we remember, the Governor was a weak man before all this happens

 

That scene coupled with his scientist running experiments on walkers shows you that he has a fetish of some sort. It's one thing for business but it's another when it's personal. The psychology of the Governor is very interesting.

I noticed that the pilot still has a bandage on his head while underwater. Not needed in my opinion plus bandages detach from skin and float in water

When the Governor passes, and at some point he will, I suggest you read The Rise of the Governor. Terrible writing but great to see where the Governor came from and his back story.

If they stick with the source material, as was already said, it will only get darker.

I think they kept the bandage on so that people could definitely identify him as the pilot. We only got to sexythickness him for a very short time and it would he easy to overlook if you weren't playing attention.

It goes without saying but The Governor is one effed up individual. I cant wait until we get to the even darker material.
