    Everything he did was justified.

He didn't want to go back to murdering and slaying.

    People misconcieve his actions.

They say "OMG Governor is a willful murderer".

But really, he was literally forced into that position.

He was projected into the role of savior, and now that he's looking after his new flock; he has no choice but to take reigns of the group because naturally he's most fit to lead and can statistically ensure the safety of his group better than anyone else.

He kept saying "I don't want it, I don't want it"; signifying that he didn't want the responsibility of leading.

You think HE LIKES being a maniac? He's like Michael Corleone.

Michael didn't WANT to be a mean mobster; but he was literally forced into the role.

    Same with governor.

Just when he thought he was out? They pull him back in.

What is he supposed to do?

Sit around and let people who are inferior leaders lead them all to a certain death?

The Governor = Anti Hero, but still a charismatic and capable leader.

He can try to lead without killing people, there is no excuse for that. And what about the killing of all the deserters? He murdered his own people. He is just insane.
