I knew it was from Zelda. I've heard from the townspeople that Phillip enjoys playing Zelda games.

 

He was whistling the tune of the song he sung to Penny. It was just ment to creep her out. Smashing the windows made glass shatter all over the floor, every time someone stepped on the glass, it would make slight crunching sounds, giving the Gov an idea of where she was running to. Basically all the stuff was to creep her out.

 

He was just trying to flush out prey.

 

It wasn't Zelda's Lullaby. The first few notes sounded like it, but once he whistled the rest of the tune, you could tell it wasn't it.

 

He was whistling the tune of the song he sang to Penny, David Morrissey has even said this.
