I'm sure she left Rose with food and water. But I would've thought she would've snuck Rose out so that when she found the Amoxicillin she could give it to Rose on the spot.

She was already dead. The place was overrun with her walker friends.

 

I know. But since Rose was at death's door, I would've thought Naomi would have made the choice to take Rose with her on her search. Time was of the essence to get the Amoxicillin into Rose.

 

In fact, the more I think about it, Rose cannot have been at death's door because no way Naomi would have left her. Something else bad happened.

 

I think the idea was that it was too dangerous to go travelling out in the exposed world with a sick kid.

But Naomi said they were a group of really good people so if that was the case, she should have picked a family or a person she was close to and asked them to watch over her daughter while she went to find antibiotics. If they were good people they wouldn't kick a girl out for being sick. They could take simple measures like tie her ankle to the bed at night, with enough slack so she could move around a bit.
