I would have a guess, Ezekiel is the second biblical name in the comic, the first one Jesus represents hope and salvation, and indeed the arriving of Paul Monroe brought hop to Rick and his community, on the other hand, Ezekiel was an ancient prophet who predicted the destruction of Jerusalem, so here Ezekiel could also represent the end of a community (not destruction of enemy), so he could be some very bad news to Rick and his group

 

He must be the leader of another group of survivors mentioned in previous issues. He'll either be Rick's ally in the fight against Negan or another obstacle to overcome. Who knows, maybe both?

 

Reminds me of Ulysses from Fallout: New Vegas' Lonesome Road. Flagpole weapon, his hair (if it weren't white), parts of his outfit, and of course him being black. I'm betting that he's the leader of another settlement, not the real leader of the Saviors with Negan as figurehead. He does, however, seem to be in a position of royalty or something here.

 

Very intrigued by this cover and where and how this character is incorporated.

 

Maybe Negan is the puppet and Ezekial is the puppermaster...
