I think some peoples biggest problem is setting scorestreaks way to high for themselves

No it doesn't...
That question as already run multiple known youtubers, each one with their opinion, (and mostly cause of that in my opinion), Treyarch already made it official:

Hardline don't change the points you earn during the game, what shows on your screen, is in fact the amount of points you earn!
Hardline reduces the cost of scorestreaks by 20%, so the bigger the scorestreak are, the bigger the reduction will be, since it works with percentages!
Ex. In case of a UAV that costs 425, the cost is reduced only 85 points, but if you are using a SWARM that costs 1900, the reduction will be 380 points!

i've used the emp over 350 times and never got a chance to test that out.

I find the best way to take advantage of the score streak is to play on kill confirmed making it pretty simple and quick to achieve the score streaks...

I think hardline is technically closer to getting a 17% reduction in the cost of scorestreaks, but I don't see how that could be calculated completely accurately IF the hardline bonus only applies to kills and not UAV assists for example. B/t Drift0r's research and conflicting info from Treyarch's twitter who the hell knows.
