Right, they were there as a plot device to allow Carol to save the girls when Ty ran towards the woman's scream and also lead up to the introduction of the Terminus signs. Also to further the belief in Beth and Daryl's mind that those were remains of their fellow prison group members (Specifically the kids - hence the childs shoe) since they arrived on that scene hours later and the bodies were unidentifiable.
