Tea can be brewed out of just about any type of leafy plant. I'm sure the only thing most of the survivors have had to drink in quite some time is water so the tea is probably a welcome treat. I just don't think the Govenor or the scientist would be drinking any if it was meant to be a calming agent or drug of any type.

While I can't say there's definitely nothing special about the tea, it's going to be quite funny if turns out to be nothing at all.....

Producer David Alpert said on Talking Dead that it was a reference to one of their writers that has an obsession with tea and wears nice suits every day(just like Milton, the scientist).

Maybe it's Viagra. He did have a very exhausted looking chick in his bed at the end of the episode.

Just heard from another fan that a podcast with the writer reveals the same thing I mentioned above - it's just a reference to one of the writers on their staff.

They could be playing it down but it looks like it was nothing, folks.

Maybe the tea is a drug intended to make people hooked on it and hence depend on the governor and they remain loyal. Or something to calm nerves and limit thoughts of panic and be more willing to accept the governor's lies. Or again it could be a prototype cure but may have yet yield good results so the scientist tests it out on Andrea and Michomme.

Tea contains caffine which is addictive (mildly) or maybe its opium / marajauana tea ...

maybe its makes you immune to walker Bites, makes you docile , and addicted , and while we are at it , it freshens your breath, grows back lost teeth , and takes away hunger...

or uhm.. maybe its just Tea , a nod/rib at one of the writers , and becuase the tea was Only added as a nod to one of the writers.. it doesn't fit very well, feels clunky , and thus makes everyone obsesse over it ?

I'll say one thing. I want a tea diffuser like they had at breakfast that pours from the bottom using a trigger. Took me a few minutes to figure why they kept setting the teapot on a cup, and when I figured it out I was like, "That's awesome!" You've always get strong tea that's been steeping right in the tea leaves.

It's just tea. I suppose Milton makes a hell of a tea. The way the Governor always seems to have a cup of it in hand.

Well, they said on "Talking Dead" that it was just a nod to one of the writers, but I don't buy it... I think there's something more sinister to it. But I don't know... if The Governor and the doctor are drinking it, surely they wouldn't be poisoning themselves?

It might be nothing but I'm with you. The excuse on Talking Dead was lame. If it was a head nod to someone why not say his name and whatnot. It just didn't fit and therefore seems suspicious.

    I think it's just tea.

It's a symbol of normality. Carl was almost reduced to eating a tin of cat food, yet The Governor is sitting pretty drinking his tea. It's a comfort, a symbal.

If it was to keep people dosile, an experiment or something sinister, you can bet your ass The Governor and Milton wouldn't have been drinking it themselves, they'd stay well away. It's just a reminder of simpler times, when the WHOLE world goes to shit, something as small to us as a cup of nice, hot tea means the world.

I like that, the point that the group was reduced to eating pet food (and Carl looked eager to have it), while the Governor was relaxed drinking tea is a great contrast of the two groups.
