I think it was an accident. The car came right around the corner just as the explosion went off. Either the crew didn't notice this at all, or they did, but they'd already set off their explosion and didn't have time or money to do the scene again. Amazing catch by that person. I didn't notice this at all until right now.

 

I bet it's a production error.

Very interesting, even if it was an accident, they could play off it because it would actually make sense Negan would have a scout watching and reporting if things do go bad when they deal with people/groups.

Sure enough right before the explosion you can see some little thing moving into place way up there in the distance.

 

LOL, if it was a local and he/she doesn't know they're shooting an explosion on a show, he/she would probably be like, "WTF was that?!!"

Probably a local near the filming set. Still they can use it and write that in as Negan's observer crew.

The person who caught that must have a large home theater with HD, and/or watches TWD multiple times, including at x 0.5 speed.

I saw that too during the episode but just thought that it was a mistake by someone in the background. I think the OP is great for finding it.
