    They were all wearing bullet proof vests. In season 4 they rise and take over the prison. They governor wanted it too look like it was a massacre so they would not be suspicious of an impending attack.

    Martinez is shown, in the opening of Season 4, squirting ketchup too make it look like a killing.

    He purposely left Karen alive and she was the only one who was kept out of the inner circle and the plan, to make her acting real. The Governor wanted rick to believe that's what happened and what better way to show it , because he knew that rick would not gun down a GIRL.

    Carl was smart when he seemed pissed off about rick bringing the wood bury citizens because I think all those people who were supposedly killed are dressed up at innocent civilians.

    Its just as the govenor says "Kill or die.......or Die then kill"- Carl stands by this and uses it has a basis to all his decisions. His moral values revolve around those ways as I see it

    And when Rick's group arrives to see that all of the massacred victims have turned into zombies, then what?

    It's that how the zombie apocalypse started?!?!?!?! With a bottle of ketchup?!?!?!?!

    The people of woodbury are very commited actors so they just laid/lew/laiwd (hell i don't know) as zombies wandered there and started eating them.
