    I saw it coming after his duel with Micchone and the look he gave Merle after the doctor was taking care of his eye. Merle's lies could only go so far.

    Call me a liar but, I had a feeling the Gov. HAD to denounce Merle.

    1. He knew Merle lied to him and could no longer be trusted.

    2. He had to accept the blame and then, ASAP, deflect the blame like any good politician.

    Wait.. Merle lied? About what? I don't remember anything specific.. OH! About michonee. And you just said it but it didn't connect.. jesus.

    Merle said he killed Michonne in the woods. The first thing Michonne did when she is back is killing Penny and causing chaos with Rick's group. Of course the Gov sees Merle as a terrorist at the moment he knew Michonne wasn't death. Especially if you know what Michonne later do with penny
