Owls are symbols for death...or rather symbolize the process of dying. They're also nocturnal animals that make creepy sounds and do creepy things.

And if you ever come across an owl, they also love to watch people in stalkery way. In Spanish-speaking cultures, owls are only creatures of death. But in English speaking cultures, owls are also tied to witchcraft. Harry Potter ring any bells?

So the connection between owls, walkers and Celia's cultish witchcraft vibes is pretty powerful.

The symbolism in "No Way Out" was very subtle. But in FTWD, the owl is probably going to be more than just a narrative symbol.
