It was still a tough call....and in the end Rick was doing the right thing, but couldn't because the demon seed wanted to watch.

I don't know why Randall mentioned the raping of those two little girls, wouldn't it be wiser for him to talk only the best things about his gang (or if there isn't anything good about his group then make stuff up)? He just gave them a good reason to execute him. He should have just said: There were only 6 of us, we're always on the road, they are probably miles away from me right now, please let me go. (Sigh) Poor, stupid Randall... And he trusted Shane way too easily, I mean who could buy that: I'm bored of this group I want to join yours, sure they don't know me, sure they can't trust me, sure your group has a bunch of armed dangerous people who like to rape little girls but I think we will get along.

 

I just rewatched this episode last night, and this was frustrating to me too but i think Hershel was the reason they saved him. He said something about how he had "seen enough death" for the day and he was trying so hard, that i think Rick was just trying to honor that. There was no time though, so he just ripped him off the fence.
