I liked how Negan ran like a scared little mouse. Left his people behind and tried to save himself. I have always thought he was a weak villain and the writers of his character must have been suffering writers block or going for the typical movie villain types.

The governor was much more complex and pure evil. He was an average man prior to the outbreak and a man that became or that unleashed his insanity during the virus outbreak. Where as Negan is just a punk bully that tries hard to hide his weaknesses. He is typical bully that had resources and his character is a cross between Arthur Fonzarelli from Happy Days, and a Bruce Willis character with the catchy slogans, and a little mad max villain.

When the attack was sabotaged by Eugene, the Governor would have stayed and not ran. He would have been furious. His rage would made him not care about his own life. Right off the bat, no pun intended, the Governor would have first killed Eugene with fury in the middle of the chaos, then killed his own people that ran, and then Rick wouldn't have had to look for or chase down the Governor, because the Governor would have been looking for Rick regardless of the odds.

Head to head, Governor would have killed Negan without a smile or a word...just a couple grunts or snorts. It would have been easy as nobody has kicked Rick's ass like the Governor. Governor took on a bunch of biters by himself without any urgency, and took on Merle bit his fingers off, took on michone and was only distracted because of his daughter and he beat Martinez to death without a slogan or anyone knowing. He did all this without thugs or props. The Governor had the strenght of insanity, like a Michael Myers and his dark eyes or in this case, a dark eye.
