I think you are, but not necessarily in a bad way. It's actually pretty creative to think of them as notes.

However, notes make no sense when they are undefineable due to a lack of stave lines.

My theory is that it stands for Potomac Party Palace, a party supply store that specializes in boys' parties. Someone from the The Oceanside ladies collective used to work there, and that's her security card.
